Introduction: In today's complex and dynamic organizational world, human resource training and development is recognized as one of the key pillars of sustainable development. The aim of this research was to develop the components of a comprehensive human resource training and development system with the aim of enhancing capabilities and improving human resource performance.
Methods:   This study was conducted with a qualitative approach and meta-synthesis method. Data were collected from 79 domestic studies between 2012 and 2014 in domestic databases such as Magiran, Normags, Civilica, Elmnet, and SID and with specific keywords such as employee training system, human resource training and improvement, components of the training and improvement system, etc. After screening, 29 studies were selected for analysis. Content analysis and categorization were performed to extract the components.
Results:  : The findings indicated that the human resources training system comprises 13 main categories, including individual and interpersonal learner components, the role of trainers, training needs assessment, environmental factors, leadership and policymaking, instructional design and training planning, teaching-learning strategies, executive management, material resources, evaluation and monitoring, and outcomes and results. Each of these components plays a vital role in the success of the training system.
Conclusion:   The development and implementation of a comprehensive human resources training and development system based on these components can lead to increased productivity, job satisfaction, educational equity, and sustainable development.
